Job Summary
 

The Rehabilitation Loan Program Co-Manager will provide day to day oversight and coordination to ensure continual availability of affordable property improvement financing throughout the State to the neediest / lowest income population of Single Family homeowners, as well as execute lender outreach and training, provide oversight for lender performance, and form business partnerships to maximize funds leveraging to meet specific impact / targeting goals.                                                       

We are hiring at either the Housing Development Officer Intermediate or Senior level, depending upon experience.

Essential Job Duties

  • Solicit, qualify, train and support a statewide lender delivery network.
  • Oversee the performance of assigned lenders ongoing, including on-site monitoring.
  • Develop necessary processes and legal forms to efficiently execute delivery of the program and meet state and federal regulations.
  • Research and develop product changes as needed to enhance program affordability, usability, and impact.
  • Develop and deliver formal performance reports for Agency leadership and Board.
  • Develop effective internal working relationships with co-workers to enhance program support and development efforts in quality control, legal, communications, systems and other areas.
  • Review and underwrite borrower and project packages for compliance with program guidelines.

 

Qualifications

 

Minimum Qualifications:

Both Intermediate and Senior are required to have:

  • B.A. degree or equivalent experience.
  • At least 3-4 years of related experience in the real estate/mortgage industry or 2 years of direct experience in management and evaluation of housing programs or loan products.
  • Presentation and or training experience.
  • Critical thinking/reporting/analytical skills.
  • Business writing skills.
  • Strong customer service skills
  • Strong interpersonal skills.

 For the Senior level, these minimum qualifications also apply:

  • At least 5 years of related experience in the real estate/mortgage industry or 3 years of direct experience in management and evaluation of housing programs or loan products.

Preferred Qualifications:

  • Single Family residential construction management experience.
  • Familiarity with HQS, UPCS, and lead based paint rules (HUD, MDH, EPA).
  • Familiarity with consumer and/or real estate lending practices.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

This position requires successful completion of a background check, reference checks, and a driving history check.
